一、责任钴业倡议（RCI）由五矿商会与经合组织（OECD）于2016年4月联合发起，作为非实体工作机制纳入五矿商会管理，旨在推动钴及关键矿产供应链的可持续发展。2022年更名为“关键矿产负责任倡议（RCI）”，其相关知识产权、管理权等自始至终均归属五矿商会。
二、2024年6月，个别人员未履行商会管理程序，擅自召集所谓“决策会议”，未经授权使用并试图将RCI从商会工作机制中剥离。根据我国相关法律规定，有关行为已侵害到五矿商会的合法权利并涉嫌严重违法，五矿商会保留追究有关人员法律责任的权利。
三、即日起，任何未经五矿商会书面授权的组织或个人以“RCI”名义开展活动（包括会议、签约、成员招募等），均将侵害五矿商会的合法权利，商会将依法采取法律手段维权。
各成员企业及合作伙伴应避免参与相关活动，收到可疑邀请应及时与五矿商会核实，以免受到他人欺骗或法律责任牵连。
四、五矿商会将正式成立分支机构“可持续矿业委员会（SMC）”，依法承接RCI职能，SMC将于2025年5月完成筹建并通报OECD等国际合作伙伴。
五、五矿商会呼吁全球矿产供应链企业、国际机构与五矿商会建立官方合作渠道，共同抵制非法冒用RCI名义的行为。
六、五矿商会承诺通过SMC持续完善行业治理，保障中国企业在关键矿产领域的可持续发展与国际话语权。

Statement by the China Chamber of Commerce of Metals, Minerals & Chemicals Importers & Exporters (CCCMC) on the Responsible Critical Minerals Initiative (RCI)
1. The Responsible Cobalt Initiative (RCI) was jointly launched by CCCMC and the Organisation for Economic Co-operation and Development (OECD) in April 2016. As a non-entity working mechanism under CCCMC’s management, it aims to promote sustainable development in cobalt and critical mineral supply chains. In 2022, it was renamed the Responsible Critical Minerals Initiative (RCI). All related intellectual property rights, management authority, and other legal entitlements have always belonged exclusively to CCCMC.
2. In June 2024, certain individuals, without adhering to CCCMC’s governance procedures or obtaining authorization, convened an unauthorized so-called "decision-making meeting" and attempted to separate RCI from CCCMC’s working mechanism. These actions constitute unauthorized use of RCI and infringe upon CCCMC’s legal rights. According to China’s relevant laws and regulations, such conduct violates legal provisions and constitutes serious illegality. CCCMC reserves the right to pursue legal action against those responsible.
3. Effective immediately, any organization or individual conducting activities (including meetings, agreements, membership recruitment, etc.) under the name of "RCI" without CCCMC’s written authorization will infringe upon CCCMC’s legal rights. CCCMC will take all necessary legal measures to uphold its rights. Member enterprises and partners are urged to refrain from participating in such activities. Any suspicious invitations should be verified with CCCMC promptly to avoid deception or potential legal liabilities.
4. CCCMC will formally establish a branch entity, the Sustainable Mining Committee (SMC), to lawfully assume the functions of RCI. The SMC will complete its establishment by May 2025 and notify international partners, including the OECD.
5. CCCMC calls on global mineral supply chain enterprises and international institutions to establish official cooperation channels with CCCMC to jointly oppose the illegal misuse of the RCI name.
6. CCCMC pledges to continuously improve industry governance through the SMC, ensuring the sustainable development and international discourse power of Chinese enterprises in the critical minerals sector.
